Information sharing between Houses, especially High Houses is done strictly on a need-to-know basis. While this ensures that each House maintains its own proprietary competitive secrets, it does mean that collaboration is somewhat stunted. When two Houses join (amicably or forcefully), a great deal of effort is poured into reconciling the two bodies of knowledge into one cohesive pool. From Ep. 3 Act 0 Page 9
